As part of the Flood Management in Selected River Basin Sector Project (FMSRBSP), this work package provides independent External Social Safeguard Monitoring for construction packages CW-1, CW-2, CW-3, CW-4A, and CW-4B in Banten and Maluku Provinces.
The monitoring activities include verification of land acquisition and resettlement instruments, assessment of Land Acquisition and Resettlement Plan (LARP) implementation, evaluation of livelihood restoration, verification of grievance redress mechanisms, and review of social mitigation measures at household and community levels.
The methodology involves field verification, database validation (including Detailed Measurement Survey / Inventory of Losses), and stakeholder interviews. Monitoring results are presented through periodic reports containing findings, strategic recommendations, and implementation improvements to strengthen compliance with national policy frameworks and ADB safeguard standards, ensuring that flood management investments are implemented in an accountable, equitable, and sustainable manner.
