TA-8484 INO: Sustainable Infrastructure Assistance Program – Technical Assistance Cluster Management Facility (Subproject 1) – Capacity Development Specialist (46380-003)

This technical assistance project under ADB’s Sustainable Infrastructure Assistance Program (SIAP) focuses on strengthening the institutional capacity of Indonesia’s infrastructure agencies to plan and implement projects in compliance with environmental and social safeguard standards. As the Capacity Development Specialist, the consultancy provides advisory and training support to enhance the understanding and application of safeguard instruments including the Environmental and Social Impact Assessment (ESIA), Land Acquisition and Resettlement Action Plan (LARAP), Stakeholder Engagement Plan (SEP), and Grievance Redress Mechanism (GRM).

The assignment involves designing training modules, conducting workshops for central and regional implementing agencies, and developing operational guidelines for safeguard integration into infrastructure project cycles. It also supports knowledge sharing between ADB and national counterparts to align Indonesia’s safeguard practices with international standards.

Through this initiative, ADB’s SIAP program helps advance sustainable, inclusive, and safeguard-compliant infrastructure development, reinforcing good governance and environmental responsibility across Indonesia’s public investment portfolio.
